Singapore Implements Electronic Monitoring for Incoming Visitors

Travelers and returning residents to Singapore should be aware that they will be required to wear an electronic monitoring device starting August 11. This requirement ensures compliance with the 14-day ‘Stay-Home Notice’ regime, aiming to minimize the risk of COVID-19 transmission within the local community.

Incoming travelers must complete their quarantine period either at their place of residence or in dedicated facilities. They will undergo COVID-19 testing at community testing centers before the end of the 14-day period. Upon arrival in Singapore, individuals quarantining at home will receive an electronic monitoring device at immigration checkpoints and they must activate it upon reaching home.

During the 14-day quarantine period, wearers of the device may receive notifications, which they need to acknowledge promptly. Additionally, any attempt to leave their residence or tamper with the device will alert authorities, who will conduct follow-up investigations—except if the person is leaving for their COVID-19 test. Notably, children aged 12 and under are exempt from wearing a device.

The electronic monitoring devices utilize GPS and 4G/Bluetooth signals to ensure that wearers remain within the designated area of their residence. It is important to note that these devices do not store any personal data and lack any voice or video recording capabilities. Furthermore, data transmitted from the devices is protected by end-to-end certificate-based encryption.
