While the country’s powdery beaches and charming villages continue to attract relaxation-seeking crowds, more travelers are centering their itineraries on Mexico’s dazzling cities—from the bustling metropolises of Mexico City and Guadalajara to pocket-sized jewels like San Miguel de Allende.
How Voting Works
Every year, for our World’s Best Awards survey, iBestTravel asks readers to weigh in on travel experiences around the globe. This includes sharing their opinions on top hotels, resorts, cities, islands, cruise ships, spas, airlines, and more. Nearly 165,000 readers completed the 2023 survey, reflecting a 25 percent increase over pre-pandemic voting levels. A total of more than 685,000 votes were cast across over 8,500 unique properties.

For each characteristic, respondents could select a rating of excellent, above average, average, below average, or poor. The final scores are averages of these responses.
What Readers Loved
The enchanting pueblo of San Miguel de Allende once again captured the hearts of iBestTravel readers, snagging the No. 2 spot on this year’s list. Travelers praised its well-preserved architecture and rich craft traditions. “It’s like traveling back in time,” commented one reader. Additionally, the city’s walkability and inviting atmosphere were frequently highlighted. Though San Miguel de Allende is relatively small compared to other cities on this list, readers encouraged others to take their time soaking in its charms, especially during La Calaca, a celebration coinciding with the Festival Día de Muertos (Day of the Dead) at the end of October.
Respondents also celebrated Mérida (No. 4), noted as a gateway to some of the country’s most significant Maya archaeological sites, including Chichén Itzá. The city, Yucatán’s capital, is described by readers as an “undiscovered gem.” One noted its “beautiful, colorful architecture” and rich tradition, recommending it to everyone.
When it comes to Mexico City, readers struggled to pinpoint just one highlight. World-class museums, pilgrimage-worthy dining, colorful neighborhoods, and an emerging contemporary fashion scene contribute to an unforgettable getaway. “It’s one of the most amazing cities in the world,” said one reader.
Guadalajara, Mexico’s seventh-largest city and No. 5 on this list, offers equally engaging experiences as Mexico City but with fewer crowds. The anticipation builds for the announcement of this year’s top city.

Recognized as one of Mexico’s cultural capitals, Oaxaca features a maze of historical monuments, lively street markets, stunning churches, contemporary art galleries, colorful street art, and charming plazas. This cultural richness has earned the town UNESCO World Heritage status.
Oaxaca is a “foodie’s mecca,” showcasing regional flavors such as spiced chocolate, molé negro, and crispy tlayudas. It’s known for legendary street food, and for those seeking fine dining, it boasts acclaimed restaurants like Criollo and Casa Oaxaca. Recently, new hotels such as Escondido Oaxaca have enhanced the city’s world-class accommodations. “This place is unbelievable,” remarked one enthusiastic respondent.
